The Corporate Services Leadership Team meets at least monthly to:
- Provide oversight and accountability of systemwide programs and services delivered by corporate services staff
- Advise the President and CEO
- Support services provided to operations in order to positively impact the organization

John D. Oliverio
President and Chief Executive Officer
John D. Oliverio was appointed President and Chief Executive Officer of Wheaton Franciscan Healthcare in June 2000. Oliverio originally joined the organization in 1984 as Senior Vice President of Finance, and in 1989 he became Executive Vice President. In January 1998, he began serving as Executive Vice President and Chief Operating Officer. Oliverio received a bachelor’s degree in business administration from Loyola University in Chicago, and a master’s of management degree from the J.L. Kellogg Graduate School of Management at Northwestern University in Evanston, Illinois. Oliverio also is a certified public accountant. Additionally, he serves as a board member for more than 25 health care organizations and associations boards of directors. |

Jon L. Wachs
Senior Vice Persident and Chief Administrative Officer
Jon L. Wachs is the Senior Vice President and Chief Administrative Officer for Wheaton Franciscan Healthcare. Wachs has been working in health care for 30 years, including eight years with Wheaton Franciscan Healthcare in Milwaukee. Wachs served as Executive Vice President in Milwaukee prior to taking on a corporate position in June 2000. Previously, Wachs served as Chief Operating Officer for Santa Rosa Health System, San Antonio, Texas, and Chief Operating Officer for St. Mary's Hospital, Milwaukee. He also worked as a management consultant for a national consulting firm. Wachs holds a bachelor of arts degree from St. Olaf College in Northfield, Minnesota, a master of arts degree from Marquette University in Milwaukee, and a master’s of management degree from the Northwestern University Kellogg Graduate School in Evanston, Illinois. |

William H. Blum
Senior Vice President and Chief Financial Officer
William H. Blum joined Wheaton Franciscan Healthcare in October 1989 as Senior Vice President and Chief Financial Officer. Prior to joining WFH, he was employed as an auditor at Laventhol and Horwath, certified public accountants in Chicago, and was a partner of the firm from 1984 to 1989. Blum received a bachelor’s degree in accounting from Bradley University in Peoria, Illinois, and is a certified public accountant. He serves on several finance committees and boards within the Wheaton Franciscan System and is a member of various organizations including the American Institute of Certified Public Accountants, the Illinois CPA Society and the Health Care Financial Management Association. Blum also serves on various boards, including the Preferred Professional Insurance Company board, the People’s Resource Center board and the Board of Directors of Samaritan Interfaith Council.

Terrance P. McGuire
Senior Vice President, Mission Services
Terrance P. McGuire, Ed.D, serves as Senior Vice President of Mission Services for Wheaton Franciscan Healthcare. In this role, he is responsible for systemwide mission integration, spiritual care and ethics. McGuire joined WFH in 2002 as Vice President of Mission Integration. He has more than 30 years of experience as an educator, consultant and health care leader previously serving in a similar senior leadership capacity at Alexian Brothers Health System in Elk Grove, Illinois, for 18 years. He is well known within Catholic health care, and is actively involved with the Catholic Health Association of the United States.

Gregory A. Smith
Senior Vice President and Chief Information Officer
Gregory A. Smith is Senior Vice President and Chief Information Officer for Wheaton Franciscan Healthcare. Smith joined the organization 22 years ago. Since that time, he has served in various leadership roles throughout the organization in Milwaukee including Director of Marketing, Vice President of Marketing and Senior Vice President of Corporate Services. Eventually Smith assumed the role of Executive Vice President for the Milwaukee region. He received a bachelor’s degree in business administration from the University of Iowa in Iowa City, and a master’s degree in business administration from Cardinal Stritch University in Milwaukee. Smith also serves on the McKesson Provider Technology Strategic Advisory Council and Hewlett/Packard’s Healthcare Advisory Board.

David A. Smith
Senior Vice President, Human Resources
David A. Smith was named Senior Vice President of Human Resources for Wheaton Franciscan Healthcare in December 2003. Prior to being named systemwide Senior Vice President, Smith was Vice President of Human Resource Services and Organizational Development for the organization in Milwaukee. Prior to joining the Wheaton Franciscan Healthcare, Smith served as Vice President of Human Resources at St. Vincent Health System in Indianapolis, Indiana, and then at Ascension Health in St. Louis, Missouri. Smith received a bachelor’s of science in business education from the University of Indianapolis, and a master’s of health administration from Indiana University. Smith is an active United Way volunteer and has served as a board member for the Indiana State Chamber of Commerce, St. Elizabeth’s Home, United Hospital Services, and the Central Indiana Regional Blood Center.

Richard J. Canter
Senior Vice President and General Counsel
Richard J. Canter, Senior Vice President and General Counsel, is responsible for all legal services across Wheaton Franciscan Healthcare, including retention of outside legal counsel, corporate compliance and contract management. Canter brings 29 years of experience to this role. Most recently, he served as a partner and a member of Michael Best & Friedrich’s Health Care Practice Group. Since 1976, he has provided legal representation to health care clients on regulatory and reimbursement matters, corporate and tax issues, medical staff matters, bioethics, Medicare-Medicaid anti-fraud and abuse, and issues affecting non-profit institutions. In addition, he has significant experience representing clients with respect to complex transactions, such as mergers and acquisitions, hospital affiliations and joint ventures among health care providers. Canter received a law degree from Hofstra University and a bachelor’s degree from the University of Wisconsin-Madison.

Coreen Dicus-Johnson
Vice President, Payer Contracting and Relations
Coreen Dicus-Johnson joined Wheaton Franciscan Healthcare in July 2005 as Vice President of Payer Contracting and Relations. In this role, Dicus-Johnson is responsible for negotiating contracts with payers for the System’s hospitals, employed physician networks, home care organizations, and extended care facilities. She also maintains ongoing relationships with payers, manages payer contracts, and supports payer-focused case management. Dicus-Johnson brings more than 10 years of experience to this role. She spent nine years at Blue Cross Blue Shield of Wisconsin and Affiliates in a number of roles, most recently as Director of Corporate Development. In addition, Dicus-Johnson has served as an employee benefits consultant to Frank F. Haack & Associates in Wauwatosa, WI. Dicus-Johnson received a law degree from DePaul University in Chicago and a bachelor’s degree from Marquette University in Milwaukee.

Abigail L. Navti
Vice President, Strategic Planning
Abigail L. Navti is the Vice President of Strategic Planning at Wheaton Franciscan Healthcare. She joined the organization in 1996 for a two-year management training program. She was later hired as an executive assistant and was promoted to Director of Advocacy and Planning, responsible for strategic planning and management of the governance process. In 2006, Navti was appointed to her current role, and is responsible for development of System strategic plan goals and measurements, and the coordination and development of system advocacy plans and initiatives. Navti received a bachelor’s degree in business administration and a master’s degree in hospital and health administration, both from the University of Iowa. She is a member of the American College of Healthcare Executives, the Society for Healthcare Strategy and Market Development and the National Association of Health Services Executives. Navti was born and raised in Cameroon,
West Africa, and came to the United States in Augst 1990 to pursue her undergraduate studies.

Anne Ballentine
Vice President, Communication and Public Relations
Anne Ballentine is the Vice President of Communication and Public Relations for Wheaton Franciscan Healthcare. In this role, Ballentine supports key system initiatives including the Electronic Health Record and Service Excellence: Our Values in Action. She also has direct oversight of Community Partnerships and Communication & Public Relations staff in Milwaukee and Racine. Ballentine joined Wheaton Franciscan Healthcare in July 2002 serving as Regional Director and then Regional Vice President of Public Relations in Milwaukee. Ballentine’s background includes more than a decade in newscasting as an anchor and reporter at several television stations including WTMJ-TV in Milwaukee. She also worked at Fullhouse Media, meeting the communication needs of corporate clients through the development of Web sites, video, interactive CD-ROMs, and e-mail marketing. She is a graduate of DePauw University in Greencastle, Indiana.

Brenda Bowers
Vice President, Organization and Leadership Development
Brenda J. Bowers, PhD, serves as the Vice President of Organization and Leadership Development for the Wheaton Franciscan System. In this role, she is responsible for systemwide development of leaders, orientation of all new associates, associate opinion survey process, 360-degree evaluations of leaders, diversity and cultural competence initiatives, e-learning efforts, clinical development, and library services. Bowers has more than 25 years of health care experience in a variety of capacities including functioning as a nurse, laboratory technologist, educator, consultant, and as a leader in health care operations and administration. She received her bachelor’s degree from St. Martins College and Seminary, her graduate degree from University of Wisconsin-Platteville, and her doctoral degree from Walden University. She is actively involved with her family and community as a Christian leader, role model and advocate.
